South Sudan Contest

WFP has been present in South Sudan as a Country Office since independence in 2011 and in Sudan since 1963. In July 2011, the Republic of South Sudan gained independence from Sudan, ending one of the longest civil wars on record, and remains the world's youngest nation. In December 2013, an armed conflict broke out between President Salva Kiir's loyal forces and those loyal to Vice President Riek Machar, expelled during a two-year power struggle. New clashes broke out in mid-July 2016, leading to an increase in violence and insecurity throughout the country.

South Sudan is facing an unprecedented level of humanitarian crisis since independence. The cumulative effect of conflict, drought and economic crisis has had severe consequences on the food and nutrition situation of households throughout the country. In February 2017, famine was declared in Leer and Mayendit counties of Unity State, affecting 90,000 people.

Acute malnutrition remains prevalent in many parts of South Sudan. The number of people experiencing severe food insecurity across the country is likely to drop to 4.8 million for October to December, down from six million in June. However, the 4.8 million who are severely food insecure are 1.4 million more than at the same time last year, and much of this growth has been in the Emergency category.

WFP Intervention

World Food Programme is recognized as one of the most effective international humanitarian organizations in the world.
80 % of WFP's interventions concern emergency situations which account for 80 % of WFP's human and economic resources.
For more than 50 years, the WFP has provided emergency food assistance, often in conflict, post-conflict or disaster situations.

What the World Food Programme is doing to respond to the South Sudan emergency

WFP’s  emergency  operation  (EMOP)  aims  to  provide  life-saving assistance to 3 million people displaced and affected by conflict and acute food insecurity through food distributions and blanket and targeted supplementary feeding to prevent and treat acute malnutrition.

Through WFP’s protracted relief and recovery operation (PRRO), WFP aims to provide food assistance to 1.1 million people, focusing on refugee populations and areas in the country that are more stable, where opportunities exist for transition and recovery activities: blanket and targeted supplementary feeding to prevent acute malnutrition, food assistance for assets (FFA), cash based transfers (CBT), food for education and Purchase for Progress (P4P).

Through the Logistics Cluster, WFP supports the humanitarian community by providing logistical expertise, coordination and transportation of humanitarian cargo. In 2016, the Logistics Cluster provided support to 117 humanitarian partners in South Sudan and facilitated cargo delivery to 76 locations.

WFP operates the United Nations Humanitarian Air Service (UNHAS) on behalf of the humanitarian community, providing safe and reliable air transport to thousands of humanitarian personnel. So far in 2017, UNHAS has   transported   a   total   of   48,800   passengers   and   857   mt   olight humanitaria cargo on behalf of 271 organizations to 69 destinations.

The feeder roads operation is dedicated to linking farmers and communities to markets and basic services as well as to reducing transportation costs and improving delivery efficiency for humanitarian partners. All ongoing road works are expected to be completed by early 2019.
 
WFP Project Activities

WFP’s Emergency Operation aims to meet the emergency food and nutrition needs of people affected by conflict and seasonal food insecurity. In line with WFP’s Strategic Objective 1, the project focusses on improving and stabilizing the food security and nutrition status of affected and vulnerable populations including   Internal   Displaced   Persons,   food   insecure   host   communities, women, and children.

Targeted beneficiaries are primarily supported through General Food Distribution (GFD), where they receive rations ranging from high energy biscuits provided to people as they are fleeing fighting, to several months of full GFD rations, depending on WFP and partners' ability to reach those in need.

WFP provides nutrition assistance to people in areas with high malnutrition rates or to those identified to be malnourished. Blanket Supplementary Feeding Programme is provided for children 6-59 months and pregnant and lactating mothers, to prevent wasting in conflict and non-conflict affected areas with Global Acute malnutrition rates exceeding 15 percent. It is provided together with GFD to ensure that the supplements are effective and are not shared or used   as   a   substitute   for   meals.   The   Targeted   Supplementary   Feeding Programme provides curative nutrition support to same segments of populations, but to those who are identified as moderately malnourished through regular nutrition screening.

Central to the Emergency Operation is the implementation of the Integrated Rapid Response Mechanism (IRRM) which involves mobile teams deployed to more  than  80  hard-to-reach  areas.  These  teams  include  staff  from  WFP, UNICEF  and  other  UN  agencies  as  well  as  NGO  partners  to  provide  a  full package  of  food,  nutrition  and  livelihood  assistance  along  with  emergency health and protection services.

WFP and its partners have steadily increased the operational reach of IRRM teams, expanding their operations beyond the Greater Upper Nile region to assist   the   humanitarian   response   in   hotspot   locations   like   Yei   (Central Equatoria), Wau (Western Bahr el Ghazal) and Northern Barh el Ghazal.
 
The Nando and Elsa Peretti Foundation has awarded a grant to this project.

Overall objectives

•   distribute 114 MT of food to people facing severe food insecurity

•   distribute cereal rations as part of assistance through the General Food
Distribution (GFD) to 7,590 people

Geographic area

WFP Emergency Operations are being rolled out in the Greater Upper Nile region, in Leer, Mayendit and Panyijar Counties, as this is the main arena for South Sudan's conflict, and it has the highest food insecurity rate in the Country.


WFP results

About 450,000 people are targeted in Unity State for General Food Distribution and nutrition support, including 90,000 affected by famine and 184,000 women and children. In Northern Bahr el Ghazal, another hotspot area, WFP has scaled up its operation to reach about 700,000 people through emergency food and nutrition assistance as well as resilience building and recovery activities. In Eastern Equatoria, a region facing severe food insecurity as part of the Horn of Africa drought, WFP is currently supporting about 227,000 people to address the drought- induced acute food shortage which is exacerbated by insecurity.

WFP and its partners have assisted 4.6 million people in South Sudan so far in 2017 with cash or food, including nutrition support for children under the age of five years. Emergency mobile teams usually travelling by helicopter on over 135 missions to areas isolated by conflict have supported 1.8 million people this year.
