Editing and Printing of the Final Results of the EU Project “New Methodological Tools for Policy and Programme Evaluation”

Since February 20th 2011, the project "New tools for evaluating policies and programmes", financed by the EU Commission, is in action.
The project developed a comprehensive set of indicators to monitor illicit drug supply and demand and to evaluate actions and policies. In order to achieve this goal, the project has been organized so as to deal with the different facets of the illicit drug issues (demand, supply, contrast policies, harm reduction programs, estimation of the size of the phenomenon and economic impact of the drug market). The outcomes of the project (output and deliverables) are mainly addressed to professional operators, policy makers and scientific community. Particularly, the outputs are represented by improvement of the knowledge base of the mechanisms that rule the working of the illicit drug market and of the actions to be carried in order to improve the efficiency of the contrast policies and the demand reduction programs. The dissemination of the results is assured by the outputs such as the workshops and the Final Conference organized with the participation of all work streams to preserve a unit framework. At the end of the project, the research papers and the articles by the different working groups and the final report as well as the Proceedings of the Final Conference will be produced. The project produced more outcomes than expected and some of them cannot be disseminated by scientific papers due to the amount of analyses and information provided. So they should better disseminated by printed books to distribute.

Offers for editing and publishing are already available from various providers. The best offer will be chosen and the corresponding provider will be contracted to produce and disseminate the books. The books will be printed in the frame work of the academic, political and institutional communities, free of charge.

The Nando Peretti Foundation has awarded a grant to this project to achieve the following goals:
- Expansion of knowledge on the segmentation of the drug market (demand side) according to the intensity of use (lifestyles) and of the used substances;
- Creation of a matrix and analysis of different behaviours related to the combination users-substances and estimation of the various populations involved in drug use and dealing;
- Introduction of new indicators for monitoring actions and policies specific for the various populations;
- Expansion of knowledge on the laws in action and dynamics of the market (supply side) to produce new global indicators to evaluate actions and policies of supply reduction.
